[Bug 1321663] [NEW] disallow-other-stacks=no is not working

Public bug reported:

avahi-daemon.conf has an entry disallow-other-stacks. According to the
docs, if this is set to "no", other stacks should be able to bind UDP
port 5353. However this doesn't work, regardless of this setting, avahi
grabs the port in exclusive mode and doesn't let other applications
snoop mDNS traffic any more. This breaks some application's auto
discovery for network devices.
