  release-upgrade from 13.10 to 14.04. not possible

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Incomplete

Bug description:
  While trying to upgrade from 13.10 to 14.04 the error message "Es
  konnte nicht ermittelt werden, welche Systemaktualisierungen verfügbar
  sind" appears and the upgrade process stops.

  tom at tsc-notebook02:~$ lsb_release -rd
  Description:    Ubuntu 13.10
  Release:        13.10
  tom at tsc-notebook02:~$ 

  Neither I have a pre-release installed nor I try to upgrade to a pre-
  release. Also there are only official packages installed.
