Bug description:
  If I call .createDownloadGroup() with an empty set of downloads, I get
  a 'started' signal but never get a 'finished' signal.  I think u-d-m
  should immediately send a 'finished' signal in that case.

  I'll rework my code to not call createDownloadGroup in that case, so
  this is mostly for correctness.
