Please sync pyogg 1.3+repack-6 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build using dh_python2
Debian now builds this package with dh_python2 as well.

Changelog entries since current utopic version 1.3+repack-5ubuntu2:

    - install debug files where gdb will look for them
    - switch to dh sequencer

    - removed, no more needed
  * debian/{rules, source/format}
    - switch to 3.0 (quilt) source format
  * Switch to dh_python2
  * Bump compat to 9
  * debian/README.source
    - removed, no longer needed
  * debian/copyright
    - converted to DEP-5 format

  * Use canonical URIs for Vcs-* fields.
