Ah no, that was a thinko. python's autopkgtest uses "su" which actually
sets $HOME, so we can't set it before. We also can't predict which user
the test switches to, so this is more or less moot.

Bug description:
  Some tests like python3.4 run tests as user "nobody". In such cases it
  might be nice to ensure that $HOME actually exists, and create it in
  $ADTTMP if not.
