Bug description:
  Currently, while downloading moves its timeout forward when it sees
  u-d-m progress, the overall s-i-dbus timeout doesn't.  Steve just saw
  a 20+ minute download, which hits this global timeout and causes the
  update to fail.

  In lieu of state restoration (which probably won't make it for saucy),
  let's at least move the global timeout forward when it sees download
  progress.
