Bug description:
  Once the new version numbers are announced and adopted, images with
  the old version numbers will no longer be published.  Support for the
  old version numbers can be removed.  It's not that much code in the
  client proper, but all the tests using the old version numbers need to
  be updated.  It doesn't harm the client to have the old version
  numbers, so this is primarily tech-debt albeit significant.
