[Bug 1324392] [NEW] Allow custom tarball to declare click frameworks

Public bug reported:

It should be possible for a system-image custom tarball to declare click
frameworks so that in the future it's possible to have carrier-specific
infrastructure provided to apps.  The custom tarball can't ship files in
/usr/share/click/frameworks/ directly, but we could define another
directory somewhere under /custom/ and look for frameworks there too.
