I'm using now Ubuntu 14.10 dev with kmod/module-init-tools 16-2ubuntu4
and the error doesn't appear anymore. I'm also noticing that rtc is not
listed anymore in /etc/modules so maybe an upgrade has removed it.

Bug description:
I'm using Ubuntu 13.10 dev with kmod 9-3ubuntu1 and on every boot the
line "FATAL: Module rtc not found." is written to
/var/log/upstart/kmod.log. /etc/modules contains the line rtc but I'm
wondering why it is there if rtc is not installed. Is this entry maybe
obsolete in newer installations or is there a missing dependency for
kmod?
