[Bug 1324802] [NEW] Re-installing a pre-installed app after removal breaks on reboot

Public bug reported:

After fixing the ownership issue reported in bug #1323998, when re-
installing a pre-installed app that was removed, the symlink is properly
created in /opt/click.ubuntu.com/.click/users/phablet/ but after a
reboot,, the symlink no longer exists.
