It looks like this site is extremely awkward: "This site is intolerant
to newer protocol versions, which might cause connection failures." from
https://www.ssllabs.com/ssltest/analyze.html?d=kaski.kahramanmaras.bel.tr
You can verify this yourself by running openssl s_client with different
protocol versions: -ssl3 works, -tls1 fails.
This appears to be functioning exactly as the kaski.kahramanmaras.bel.tr
site administrator intends.
