Verified on precise:

Setting up distro-info (0.8.2) ...
$ distro-info --devel
ubuntu-distro-info: Distribution data outdated.

# enable proposed and upgrade distro-info-data (0.8ubuntu0.7)
$ distro-info  --devel
vivid
$ distro-info  --devel --full
Ubuntu 15.04 "Vivid Vervet"

The rest of the options, --lts, --supported, --unsupported, --stable,
--all, look good as well.

  The format hasn't changed. This is a package which should be up-to-
  date as it contains factual information that tools rely on.

  The most pressing problem is that Utopic's release date was too early.

  ubuntu-distro-info: Distribution data outdated.
  Please check for an update for distro-info-data. See /usr/share/doc/distro-info-data/README.Debian for details.

  you should get

  vivid
