In the interest of code improvement, I made a patch that fixes the issue
and additionally searches for /usr/share/backgrounds/installer.png when
using feh (the current list is rather arbitrary).

The patch is for the trusty-proposed version of ubiquity, 2.18.8.3

  Background with feh doesn't work

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  When gnome-settings-daemon or unity-settings-daemon are not installed,
  feh is run using one of a handful of predefined wallpapers. However,
  while it appears to run correctly, as it flashes up the background
  briefly, the actual installer has just a black screen. It seems like
  the feh invokation needs to be later after the Ubiquity installer has
  started.

  This behaviour was noticed when using XFCE, so xfwm and xfsettingsd
  are running. Perhaps it is caused by the xsetroot invokation, which
  occurs after the feh invokation?
