Title:
multipath-tools fails to install when the dm-multipath module is not
  found

Status in “multipath-tools” package in Ubuntu:
  Fix Released
Status in “multipath-tools” source package in Hardy:
  Won't Fix

Bug description:
  Binary package hint: multipath-tools

When installing multipath-tools (0.4.8-5ubuntu1) on a system which
does not have the dm-multipath module, the multipath-tools deb will
  fail to properly install.

This is invalid behaviour, our system (for example) have a monolithing
kernel, so there are valid reasons not to have a dm-multipath module,
and still have multipath-tools function properly!
