  Error by release-upgrade Kubuntu 13.10

Status in “ubuntu-release-upgrader” package in Ubuntu:
  Incomplete

Bug description:
  first 13.10 wont not display release upgrade (for 14.04) in muon (package manager) by "display LTS upgrade only".
  By "normal release" setting in package manager offer muon upgrade for 14.04 but interrupt with error: not possible to solve problem.
