Agreed that there should be an option in Ubiquity to choose your locale.

I am a US citizen in Ethiopia currently, so when I install here, even
though I choose "English (US)" as my keyboard, when I first login to the
system, my locale is Ethiopia and the system language is Amharic!  I
don't read Fidel well, so can barely get around to change to English!

Whenever a person is in a location that is not their home (an "expat")
they will likely prefer to NOT use the local locale (except for system
time!)

Furthermore, even Ethiopian people often prefer English, as it is the
international langauge and there is no Amharic Microsoft Windows, so
they are familiar with English Microsoft Windows.

In summary, giving the user an easy way to set their locale (at least
default system language) is essential in Ubiquity.

  Choosing English language at the beginning of installation and
  accepting all default options I expect to have a system with all of
  the default locale options (system-wide) set to `en_US.UTF-8`.

  At the moment, installer sets the strange mishmash of options:
  `cat /etc/default/locale`
  LANG="en_US.UTF-8"
  LC_NUMERIC="sr_RS"
  LC_TIME="sr_RS"
  LC_MONETARY="sr_RS"
  LC_PAPER="sr_RS"
  LC_NAME="sr_RS"
  LC_ADDRESS="sr_RS"
  LC_TELEPHONE="sr_RS"
  LC_MEASUREMENT="sr_RS"
  LC_IDENTIFICATION="sr_RS"
  a) Locale settings and time zone settings are not the same i.e. I do expect to have correct local time zone (Europe/Belgrade). However I had choose English language at the beginning not Serbian. Hence I expect to have English locale applied system-wide.
  (It happens to be that I do read Cyrillic but someone else might not.)
  b) Setting aside first issue IMHO using `sr_RS` instead of `sr_RS.UTF-8` is a poor choice and also produces some unexpected behavior (e.g. having strange chars appearing in the apt-get's output)
