Pretty sure programmable completion isn't broken out of the box anymore,
closing this.

Status in bash-completion package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: bash-completion

  For some commands bash-completion used to do non-trivial completion.
  Two examples:
  1. apt-get TAB used to display the available commands
  2. psql TAB used to display the available databases in the running postgresql instance

  Now it just does filename completion in the current working directory.
