Is this still a problem?  I don't see anything wrong with completion for
vi / vim.  bash_completion ships with

_install_xspec
'*.@(o|so|so.!(conf|*/*)|a|[rs]pm|gif|jp?(e)g|mp3|mp?(e)g|avi|asf|ogg|class)'
vi vim gvim rvim view rview rgvim rgview gview emacs xemacs sxemacs kate
kwrite

 The xspec is a glob that will REMOVE anything it matches from the list
of possible completions, so editors complete on directories and non-
binary files.

Bug description:
  Since switching to oneiric vi completion is awful.  If I am in my home
  directory then vi followed by tab will not list a single file, even if
  I type part of a filename (eg no for nohup.out).  Similarly it won't
  do anything for 'vi /etc/fs<TAB>' which should complete to /etc/fstab.
  I just get beeps.
