Build log has an error in it (but the error doesn't fail the build). For
example, the utopic build log (https://launchpadlibrarian.net/185124529
/buildlog_ubuntu-utopic-amd64.libcap-ng_0.7.4-2_UPLOADING.txt.gz) shows:
libtool: relink: gcc -shared -fPIC -DPIC .libs/_capng_la-capng_wrap.o -lpython2.7 -L/build/buildd/libcap-ng-0.7.4/debian/tmp-python-cap-ng/usr/lib/x86_64-linux-gnu -L/usr/lib/x86_64-linux-gnu -lcap-ng -O2 -Wl,-Bsymbolic-functions -Wl,-z -Wl,relro -Wl,-soname -Wl,_capng.so -o .libs/_capng.so
/usr/bin/ld: cannot find -lcap-ng

python-cap-ng doesn't work in saucy. It's probably because there's no
