Hi,
Just got bitten by the same bug after upgrading to ubuntu 14.10 (on a lenovo thinkpad x240). My laptop refused to boot after the upgrade to utopic and I suspected an issue with the uefi grub2 installation. Bootrepair does not detect this issue and since it uses efibootmgr it can not fix it.
I ended up using refind [1] to boot my system and eventually found then the above mentioned issue. I fixed my installation by downloading and compiling efibootmgr from the source repo. Hope this helps anyone with the same error.

Please backport the fix mentioned in the bugreport asap. Even for an
experienced user, this bug is very hard to track down since the system
does not boot at all and there is hardly an error message.

Title:
efibootmgr may create a duplicated boot entry, "breaking" UEFI boot.

Status in “efibootmgr” package in Ubuntu:
  Confirmed

Bug description:
  Hey,
the current version of efibootmgr has a small ordering bug that causes, at least on x240, a duplicated boot entry to be added to UEFI, breaking the boot - UEFI resets everything to default values, and you have to boot from usb stick to fix uefi entries. There is an upstream patch that fixes it, and it would be great if we could add it.

  Upstream bug report is https://github.com/vathpela/efibootmgr/issues/7
