[Bug 1385952] [NEW] Upgrading from 12.04 to 14.04 "could not calculate the upgrade"

When upgrading from 12.04 LTS to 14.04 Trusty Tahr, the upgrade would
start by downloading the new files at the "setting new software
channels".  The upgrade then fails and states that it could not
calculate the upgrade.
