Status in “ubuntu-meta” package in Ubuntu:
  Fix Released

Bug description:
  The ubuntu-desktop depends on usplash and usplash-theme-ubuntu. Now
  that usplash is disabled by default in karmic, these dependencies
  should be dropped or moved to "recommends" or "suggests" so it is
  possible to remove them.
