I'd try installing ubuntu-desktop before starting the upgrade e.g. "sudo
apt-get install ubuntu-desktop".

Bug description:
  trying to upgrade from 14.04 to 14.10 by update-manager I got a
  message to report a bug through  ubuntu-bug ubuntu-release-upgrader-
  core.
