The description is different now.

"This package depends on all of the packages in the Ubuntu desktop
system.

It is also used to help ensure proper upgrades, so it is recommended
that it not be removed."

Combined with comment #1, I think that satisfies this bug.

Bug description:
  [Ubuntu 8.04.1]
  Synaptic says: "The Ubuntu desktop system: The DEB program package 'ubuntu-desktop' depends on all of the packages in the Ubuntu desktop system. It is also used to help ensure proper upgrades. So it is recommended that it not be removed."
  This is grossly misleading to users who do not know much about this package.
  Replace the first sentence with: "The DEB program package 'ubuntu-desktop' comprises solely dependency relations to packages in the Ubuntu desktop system."
  Replace the third sentence with: "So it is recommended that you re-install it before you start an upgrade of your operating system."
  (Readers should be aware that the installation of certain packages de-installs ubuntu-desktop. For example, tpb.)
