This was fixed in 2.15, thus fixed long ago in utopic. This still
affects trusty, but TBH, since trusty there were a loooot of changes and
improvements to autopkgtest, so if you want to use this seriously please
just install the current utopic version (it works fine on trusty).

  adt-build-lxc attempts to use the -F option for lxc-create if the
  lxc root already exists, but lxc-create doesn't support this option (at
  least not with the lxc currently in sid):
