The current package is 5 years out of date and has neither support for
IPv6 nor bindings for python3.  I've just uploaded the current version
to Debian (due to the addition of python3-geoip, it will hit New there).

This is a low risk update as the changes to existing code are almost
entirely either white space or addition of if/defs for python3 support.
There is little chance of regression.  It would be really nice to get
this into Utopic (and I want to backport to Trusty ASAP for a project
I'm working on).  The update also switches from CDBS to dh, so progress
on that front too.  I did drop the -dbg package as it's not in Debian
and it seems redundant since we have the -dbgsym packages in Ubuntu.

There is no upstream changelog.  Package builds, installs, and works (I
experimented with the subset of tests for which we have data and they
pass).

If this gets approved before the update makes it out of Debian New, I'll
do a direct upload.
