[Bug 1372802] [NEW] plymouth-theme-text not working on Utopic

Public bug reported:

I installed a text mode Utopic i386 via network. All works fine, except the plymouth is not working.
Instead of plymouth-theme-ubuntu-text, I manually installed plymouth-theme-text, and make sure the boot parameters has splash:
$ cat /proc/cmdline
BOOT_IMAGE=/vmlinuz-3.16.0-17-generic root=/dev/mapper/utopic32--vg-root ro quiet splash

When booting, there is no splash on the screen, and the booting messages are still shown on the screen.
