Not strictly an autopkgtest issue, but filing here so it doesn't get
lost. Is there a more appropriate place for this?

The nginx dep8 test hits http://127.0.0.1. In Ubuntu's CI environment
this fails because http_proxy is set and so the IP is resolved from the
point of view of the proxy. The test's expectation was that this query
would be local with no proxy involved.
