[Bug 1372953] [NEW] Utopic ubiquity froze while reformatting existing partition

Public bug reported:

Attempting to install Ubuntu GNOME Utopic 20140923 i386 and I chose
Something else. From there I chose my partition sda13 marked format, use
as /, ext4, no size change. I waited for quite a while and there was no
progress, again no resizing was being done. The installer only needed to
format, create ext 4, and set the mount point. It appeared that
/var/log/installer/debug showed an error just respawning over and over
again.
