[Bug 1373032] [NEW] kernel packages are still not marked as autoinstalled when using update-manager

Public bug reported:

Despite efforts to fix the handling of kernel packages on upgrade, when
I use update-manager to apply updates to my system, kernel packages are
still not being marked as auto-installed.  Today I tried to run update-
manager and was told that I had insufficient room on /boot.  Judicious
use of 'apt-mark auto' resulted in the following changes being applied
to my system:

linux-tools-3.16.0-13 set to automatically installed.
linux-tools-3.16.0-13-generic set to automatically installed.
linux-tools-3.16.0-14 set to automatically installed.
linux-tools-3.16.0-14-generic set to automatically installed.
linux-tools-3.16.0-16 set to automatically installed.
linux-tools-3.16.0-16-generic set to automatically installed.
linux-image-extra-3.16.0-13-generic set to automatically installed.
linux-image-extra-3.16.0-14-generic set to automatically installed.
linux-image-extra-3.16.0-16-generic set to automatically installed.
linux-image-3.16.0-13-generic set to automatically installed.
linux-image-3.16.0-14-generic set to automatically installed.
linux-image-3.16.0-16-generic set to automatically installed.
linux-headers-3.16.0-13-generic set to automatically installed.
linux-headers-3.16.0-13 set to automatically installed.
linux-headers-3.16.0-14-generic set to automatically installed.
linux-headers-3.16.0-14 set to automatically installed.
linux-headers-3.16.0-16-generic set to automatically installed.
linux-headers-3.16.0-16 set to automatically installed.

All of these packages should have been considered auto-installed without
me having to take any action.

After applying the above changes, 'apt-get autoremove --purge' removed
the 3.16.0-13 kernel packages as expected.
