[Bug 1444980] [NEW] kubuntu: oem-config-kde not installed on new oem systems

Public bug reported:

Installed from today's Kubuntu vivid daily-live

at syslinux pre-boot press F4 → OEM

install using ubiquity as normal for oem

on reboot there is no oem-config-kde installed

ubiquity ubi-usersetup.py does include "misc.execute_root('apt-install',
'oem-config-kde')" and the installer/syslog does say it gets run but
with no further information.
