[Bug 1445592] Re: vivid fails to shutdown or reboot at end of installation when "reboot now" button is pressed

** Description changed:

- Install a dialy 0417 desktop iso of lubuntu then boot to the live
- desktop and get to when it will  say information is complete and click
- the reboot now log.  I am booting from a usb that was made using dd
- after I zsynced it.
+ STEPS TO REPRODUCE
+  1. Boot Vivid
+  2. Select "Install" (not "Try before installing")
+  3. Go through the installation process
+  4. Upon successful installation, select "Reboot Now"
  
+ EXPECTED RESULTS
+  * system reboots
  
- I expected it properly reboot once the hit enter was pressed at the final splash screen when shutting down for the install. 
+ ACTUAL RESULTS
+  * system does not reboot or shutdown
+  * cannot get to tty
  
- I can't get to a tty or GUI after this phase so had to report the bug at
- this stage.
