Public bug reported:

For some use cases like testing kexec or system-image upgrades we need a
way to tell apport to prepare for a reboot, but the test itself
should/needs to do the actual reboot. The interface for this should be

  /tmp/autopkgtest-reboot-prepare <mark>

similar to "/tmp/autopkgtest-reboot <mark>".

I'm not sure how to implement that yet, though.
