[Bug 1447155] [NEW] multipath-install: volume groups set up too early

Public bug reported:

Vivid server iso 2015-04-17

When installing with disk-detect/multipath/enable=true but the disk(s)
already contain a LVM setup, The LVs get activated before multipath
setup.

Work-around: Going back one step, and on a different VT issue:
#> vgchange -an
#> multipath

Then repeat disk-partitioning. Likely the multipath call would need to
be done first before anything else.
