Vivid isn't using linux 4.0 so it seems you are using a custom
installation image.  Please use an official ubuntu image.

Bug description:
  When one presses <kbd>Arrow up</kbd> and wants to insert a character
  in a previously entered command, the part of the command after the
  cursor position is copied and inserted as well. This makes it
  impossible to reuse commands.
