Ok.  That looks reasonable, but the error message shown is:

Setting up shim-signed (1.9+0.8-0ubuntu2) ...
Installing for x86_64-efi platform.
grub-install: error: cannot copy `/usr/share/locale/ja.gmo' to `/boot/grub/locale/ja.mo': Is a directory.

Do you have a file /usr/share/locale/ja.gmo on your system?  If so, do
you know where it came from?
