[Bug 1313339] [NEW] Installing in China leads to no Chinese language text input

You have been subscribed to a public bug:

I installed two computers, just with standard process, from within
China. They were normal 64 bit images of 14.04 downloaded from the
Ubuntu website, English version.

Because its from within China, the install tried to somehow customize. I
had Chinese in my list of languages, even before I had installed
Chinese, and when I opened language support in settings it prompted me
to download several files (which is normal), and all those files were
Chinese language.

After installing Chinese, I went to text-input, but there was only a
generic "Chinese" option, and that isn't an input method. Although
several input methods were installed on the computer, none of them were
available options in the text input dialog. I tried to make those
options in vain.

I reinstalled with no internet on both computers, and then was able to
choose from two input methods, even before connecting and installing
Chinese language. Now it works fine.
