In LTSP upstream, `ltsp-config nbd-server`, which is also called by
`ltsp-update-image`, creates swap.conf if it doesn't exist.

If that still doesn't happen in 12.04, could you create an SRU to have this backported?

  NBD_SWAP=True

  is not working even if  instructions are followed found here:

  If a proper .conf file is added under /etc/nbd-server/conf.d according
  to this post:

  the swap file will be created.
