Ubuntu 13.10 is EOL, does this still happen with some supported Ubuntu
release?

Also, LTSP can't put such a file in /etc/skel, not all LTSP users are using KDE.
Some other solution should be found instead...

  Incomplete

Bug description:
  i have up-to-date ubuntu server 13.10 with kubuntu-desktop metapackage
  installed.

  newly created user can not login from thin LTSP client.

  if we put '.kde/share/config/kwinrc' in the user's home directory
  then this user successfully logins.

  WORKAROUND

  add a file '.kde/share/config/kwinrc' in /etc/skel
