Bug description:
  I used the pxe installer + preseed to do a non-interactive install of
  ubuntu wily. After finishing the install, there was a random seed
  /var/lib/urandom/random-seed but there was no file /var/lib/systemd
  /random-seed. After first boot and then after rebooting again, the
  timestamp on /var/lib/urandom/random-seed was not updated from the
  initial time. /var/lib/systemd/random-seed had its timestamp updated,
  showing that /var/lib/systemd/random-seed was being used and
  /var/lib/urandom/random-seed was not.
