Bug description:
  Query tags show that "suggests" isn't enabled into rpm.

  $ rpm --querytags | grep ^S
  SHA1HEADER
  SIGGPG
  SIGMD5
  SIGPGP
  SIGSIZE
  SIZE
  SOURCE
  SOURCEPACKAGE
  SOURCEPKGID
  SOURCERPM
  SUMMARY

  It doesn't affect system at all, but it breaks compatibility to build
  rpm packages for rpm based distros.

  Release: Ubuntu 14.04.3 LTS
  rpm packages and versions:
    librpm3 4.11.1-3ubuntu0.1
    librpmbuild3 4.11.1-3ubuntu0.1
