The code we want to pull in is definitely the code shipped under the
powerpc-ibm-utils package name. But there's also been discussion of
taking over the powerpc-utils package name, so we really should be
making one change or the other.

Bug description:
Currently, ubuntu-minimal and grub-ieee1275 depends on powerpc-utils
on Ubuntu/ppc64el architecture.
powerpc-utils is suppose to work on powerpc, while powerpc-ibm-utils
is supposed to be the tool version for ppc64el.
I would like to move the dependency of these packages from powerpc-
utlis to powerpc-ibm-utils.
