IMPORTANT: I'm on Utopic and installed it for Maverick version:

sudo add-apt-repository "deb http://ppa.launchpad.net/sagod/ppa/ubuntu maverick main"
sudo apt-get update
sudo apt-get install ubuntu-tips-applet

Fix not important, because indicator-fortune
(launchpad.net/~thebernmeister/+archive/ubuntu/ppa) do task of app too
(askubuntu.com/a/503974/189143), but ubuntu-tips-applet abandoned and
not actual.

Bug description:
  (test.py:6087): libnotify-WARNING **: you must call notify_init() before showing
  **
  libnotify:ERROR:notification.c:568:notify_notification_show: code should not be reached
  Aborted (core dumped)

  This happens in oneiric with version 0.1.1-2ubuntu1 of python-notify.
  (Installing 0.1.1-2build4 from the natty repository fixes the issue.)

  I have attached a very simple python program (three lines) that causes
  the output shown above
