Public bug reported:

When installing we complete the install with a graphical "hit return to
continue" dialog.  After this we are meant to display a "hit return to
continue" prompt to get us to remove the media etc.  Sometimes this is
not displayed (already known).  When not displayed sometimes hitting
return does not trigger a reboot.
