Title:
Hiragana/Katakana(Romaji) key cannot be used to toggle Latin mode

Status in console-setup package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: console-setup

During package configuration, my keyboard (Japanese Logicool Internet
Navigator Keyboard SE) is accurately detected as having a Latin and
non-Latin mode. There is a dedicated key on the keyboard designed for
switching between modes, labelled something similar to the following:

  カタカナ
  ひらがな
  =====
  ローマ字

and usually called "Hiragana/Katakana", but this key may not be used
for mode switch, instead a menu is provided with many key combinations
that might be used for other purposes. When using SCIM for input
under X, this key switches modes as expected (pressing alone switches
between character sets in the most recently typed section, and
Alt+HIragana/Katakana switches between the three available layouts).
In the console, this key is ignored.
