I'm using Ubuntu 15.04 dev with apt 1.0.9.3ubuntu1 and it would be a
nice enhancement if apt would be able to install already downloaded
packages/package groups (dependent of the dependencies) while others are
still being downloaded as it would safe some time on
installing/upgrading.
