I rebooted and entered the updates page on system settings, then the
update started.

It seems the only way to really get an autodownload is for it to trigger
when the original notification is received?

Status in system-image package in Ubuntu:
  Confirmed

Bug description:
  Go into updates in system settings
  See that an update is available
  enable auto download on wifi

  Expected result:
  Download begins immediately after enabling auto download

  Actual result:
  At no time does the image automatically download
  After a reboot the download begins
  Not sure if a newer update would also have downloaded right away
