Solution is remove libdebconf-kde0, all broken packages and then install
libdebconf-kde1:

sudo apt-get remove libdebconf-kde1 libdebconf-kde0
sudo apt-get install libdebconf-kde1

I have this issue on muon so:

sudo apt-get remove libdebconf-kde1 libdebconf-kde0 muon muon-updater
sudo apt-get install  muon muon-updater

sudo apt-get install -f
