  Problem with update-mamanger.  It always reports partial update

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  The update manager continually reports that only a partial update can
  be done.  When I click the "Partial Update " button so it will proceed
  it eventually indicates that no updates are available/done.
