[Bug 1424580] [NEW] Add serial console runner

Public bug reported:

At some point we need a runner which only uses a serial console, no ssh
or 9p or other fancy devices. Snappy images at some point plan to drop
ssh; when that happens, we cannot run tests any more without modifying
the image.
